Highly critical wastewater audit warns of needed rate increase | The Arizona Daily Star �: "The department that runs Pima County's sewer system lacks proper financial management, leadership, planning ability, cost control systems, training, vision and public accountability, a new audit has found.
The report, from a private consultant, also pointed the way for new sewer rate increases.
It warned that homeowners' sewer user fees have not provided enough money since 1996 to pay the sewer system's annual operating costs and debt service on new sewer lines and expanded sewage plants. Plus, money from sewer hookup fees for new homes meant to pay for improving the system to meet growth has been diverted to pay for operating the system, the audit said."
